A forensic expert attached to the Directorate of Criminal Investigations (DCI) has earned a Doctor of Philosophy in Leadership and Governance, capping years of academic pursuit conducted alongside active duty in the National Police Service.
Peter Omolo Awino, now holding the designation PhD, MSc, CFE, received his doctorate at the 46th Graduation Ceremony of Jomo Kenyatta University of Agriculture and Technology (JKUAT) Friday, August 14.
The DCI publicly celebrated the achievement, describing it as a significant milestone in his distinguished career.
Years of Sacrifice Behind the Degree
Awino pursued his doctorate while managing the pressures of criminal investigations work and family obligations.
According to the DCI, he frequently slept fewer than four hours per night yet consistently reported for duty before 6 a.m., maintaining his professional responsibilities throughout his studies.
His research examined how security governance practices shape the performance of the National Police Service in Kenya, identifying the critical factors that determine police effectiveness.
The study also puts forward concrete policy recommendations aimed at improving how the service operates.
Awino cited his late father as the driving force behind his decision to pursue the highest academic qualification available.
His father had told him that completing secondary school was merely the starting point of a lifelong journey of learning and urged him to build his professional capacity continuously.
"My heart has always yearned to reach the pinnacle of education and gain insights that can tackle the performance challenges faced by the National Police Service in Kenya," Awino said.
"My ultimate goal is to help shape a world-class police service that Kenyans can be proud of."
A Career Built Across Multiple Disciplines
Awino's academic portfolio extends well beyond his doctorate.
He holds a Master of Science in Security Studies, a Bachelor's degree in Conflict Resolution and Peace Building, a Bachelor's degree in Counselling Psychology, and a Diploma in Mechanical Engineering.
His policing career began with the Kenya Railways Police before he moved to the Diplomatic Police. He is currently stationed at the National Police Service Forensic Laboratory (NPSFL) at DCI Headquarters.
An earlier posting at the Insurance Fraud Investigations Unit saw him develop strategies to counter evolving fraud risks in the insurance sector.
Beyond fieldwork, Awino has served as a trainer and facilitator, providing instruction on criminal and forensic investigations to officers across various ranks.
The DCI described his journey as a demonstration of its institutional commitment to professionalism and continuous learning, and said his achievement reflects the organisation's broader vision of building a proactive, highly skilled investigative service capable of securing Kenya against emerging threats.
