Who is Lucy Afandi? Kenyan appointed by Pope Leo XIV as Vatican consultant
Kenyan humanitarian leader Lucy Afandi Esipila has been appointed by Pope Leo XIV as a Consultor to the Vatican’s Dicastery for Promoting Integral Human Development.
The appointment, announced on August 18, 2026, places Esipila among 12 experts selected to provide advice to the Holy See on major global socio-economic and humanitarian issues.
Her five-year term will begin on September 1, 2026.
What is her new Vatican role?
As a Consultor to the Dicastery for Promoting Integral Human Development, Esipila will provide expert advice on issues affecting human development and vulnerable communities around the world.
The dicastery is responsible for areas including poverty, migration, healthcare, humanitarian assistance, climate action and other challenges affecting human dignity and development.
Esipila was appointed alongside experts from different parts of the world, including Ugandan theologian Fr Emmanuel Katongole and Burkina Faso’s Dr Omer S. Combary.
Her appointment gives Kenya and Africa a voice within one of the key departments of the Roman Curia.
Who is Lucy Afandi Esipila?
Esipila is a development sociologist and public policy specialist with extensive experience in humanitarian and community development work.
She currently serves as Regional Executive Secretary of Caritas Africa, the continental network of Catholic humanitarian and development organisations.
She was elected to the position in Rome in May 2023, becoming the first woman and youngest person to lead Caritas Africa.
From her secretariat in Lomé, Togo, Esipila oversees a network of Catholic development organisations operating across 46 African countries.
Her work has focused on strengthening locally led humanitarian responses, climate resilience and sustainable development across the continent.
From Maralal to the Vatican
Esipila’s professional journey began in northern Kenya.
A graduate of Moi University, where she studied Communication and Public Relations, she started her career at a diocesan radio station in Maralal, Samburu County.
She spent about six years working with pastoralist communities in northern Kenya.
During that period, she was involved in community programmes addressing challenges linked to climate change, including conflicts over water and pasture.
The experience gave her firsthand exposure to the challenges facing vulnerable communities and helped shape her subsequent career in development and humanitarian work.
A focus on Africa’s humanitarian challenges
At Caritas Africa, Esipila has championed approaches that place local communities and organisations at the centre of humanitarian responses.
Her work has included advocacy for increased local funding, climate resilience and stronger community-based responses to humanitarian crises.
Her new Vatican appointment comes as the Catholic Church continues to grapple with global challenges including poverty, forced migration, climate change and unequal access to essential services.
As a Consultor, she is expected to bring her experience in African development and humanitarian affairs to discussions within the dicastery.
Another milestone for Kenya-Vatican relations
Esipila’s appointment comes shortly after another significant development in Kenya’s relationship with the Holy See.
In July 2026, Kenya established its first resident diplomatic mission to the Holy See, with Prime Cabinet Secretary Musalia Mudavadi announcing plans to deploy the country’s inaugural resident ambassador to the Vatican.
Her appointment therefore adds another high-profile Kenyan link to the Vatican at a time when diplomatic relations between Kenya and the Holy See are taking on a new dimension.
