Ecuador has channelled its diplomatic response to the deaths of two of its nationals in a Kenyan helicopter crash through its Embassy in South Africa.

In an official statement on the day of the crash, Wednesday, August 19, 2026, Ecuador's Ministry of Foreign Affairs and Human Mobility confirmed the deaths of Michele Sensi-Contugi, Director General of the country's National Intelligence Centre, and his wife, Stephany Hollihan, in an air accident in Kenya.
With no embassy on the ground in Kenya, Quito immediately activated its diplomatic machinery through the Embassy of Ecuador in South Africa, working alongside local Kenyan authorities and representatives of friendly nations to manage the situation.
Why South Africa Is at the Centre of Ecuador's Response
The involvement of the South Africa Embassy underscores a structural limitation that has complicated Ecuador's crisis response.
With no ambassador or consular staff stationed in Nairobi, all coordination on repatriation of the remains, liaison with Kenyan authorities, and logistical support must flow through Pretoria.
The ministry stated it would work jointly with Ecuador's Ministries of National Defence and the Interior on funeral arrangements once the remains are returned.
"In response to this unfortunate event, the Ecuadorian Foreign Ministry immediately activated the relevant procedures through the Embassy of Ecuador in South Africa and in coordination with local authorities and diplomatic representatives of friendly countries, given that Ecuador does not maintain a resident diplomatic mission in Kenya," it said.
The Kenya Civil Aviation Authority confirmed the crash, which killed six tourists and the pilot.
Recovery teams on the ground in Samburu County have been hampered by the difficult terrain on Ololokwe, with Samburu County Police Commander David Nkoroi noting that the aircraft available to recovery personnel could not simultaneously carry both bodies and officers, slowing the evacuation.
Teams retrieved personal effects from the wreckage, including mobile phones and cameras, which will be handed to next of kin following formal identification.
Who Was Michele Sensi-Contugi?
Sensi-Contugi was born on August 12, 1982, in Italy, to an Italian father and an Ecuadorian mother, and held dual Italian and Ecuadorian nationality.
He had served as Ecuador's Minister of the Interior from April to August 2024 under President Daniel Noboa, to whom he was widely regarded as a close friend and political confidant.
He was also reported to have been among the financiers of Noboa's 2023 presidential campaign, before being appointed director of the National Intelligence Centre that same year.
Outside government, he was a businessman involved in the manufacture of plastic and rubber products and held interests in scenic and tourist flight operations. His wife, Stephany Hollihan, was a fashion designer and founder of Sensi Studio, based in Guayaquil.
Ecuador's Vice President María José Pinto was among the senior officials who publicly mourned the couple, describing their deaths as an unexpected and painful loss and extending her condolences to the president and the families of both victims.
The Foreign Ministry said it would maintain ongoing follow-up on all diplomatic efforts required to bring the remains home.
