Q: Dr. Hillary, as a decorated education and research consultant, you have probably seen how the cost of higher education can impact young people's futures. Many prospective KMTC students and other higher learning institutions are surprised to learn that they still have to pay tuition fees despite receiving government sponsorship. Could you explain how government sponsorship actually works, what costs the government typically covers and why students are still expected to contribute financially?

Government sponsorship in Kenya should be understood as cost-sharing and public subsidy, not necessarily a full-fee waiver. Government finances part of the education system and helps lower the cost of training. At KMTC, the institution states that training is heavily subsidised through government funding, while students are still expected to contribute to tuition, upkeep and accommodation.

Nationally, the student-centred funding framework also combines government scholarships, student loans and household contributions, with the level of need assessed through a Means Testing Instrument (MTI). In practical terms, the public contribution supports the institution’s ability to provide training such as staff, facilities, learning infrastructure, quality assurance and some training inputs, while the family may still receive an invoice for the student-facing portion of the cost.

A student may then bridge part of that invoice through a scholarship, bursary or loan. That is why it is possible for a learner to be in a subsidized Regular category and still have a genuine financial obligation.

There is an important 2026 policy caveat. KMTC reported on April 14, 2026 that the Tertiary Education Placement and Funding Bill had been tabled in Parliament and would propose a merged student-support entity, while the president directed that KMTC students be included in the funding framework and receive an allocation for the next semester.

This is a stated reform direction, not proof that a named student has already received a particular award; families should continue to rely on the current KMTC invoice and a written award/disbursement notification.

Drawing on your experience of higher education and development, what key factors do institutions such as KMTC and universities consider when setting student fees, and why are some programmes more expensive to deliver than others?

Fees should not be viewed as arbitrary, but neither should every difference be assumed to be a judgment about the value of one course over another. Programmes with smaller cohorts may also have a higher per-student cost because specialised laboratories, equipment and highly qualified staff must be maintained even when the number of learners is relatively small.

Institutions consider the cost of delivery: contact hours, specialist teaching staff, laboratories and simulation facilities, consumables, equipment, clinical supervision, accreditation and examination requirements, technology, student services, transport, attachment arrangements and the length or mode of the programme. Health training is often cost-intensive because learning must move beyond lectures into supervised practical competence.

At KMTC, the published schedule shows that fee variation does not arise only from the course title. It also reflects the learner category, mode and level. For example, the 2025/2026 document sets Regular Year 1 charges at KSh 82,200, East Africa Year 1 charges at KSh 122,200 and Foreign Year 1 charges at KSh 252,200.

The lesson is simple: parents should compare like with like. A figure for a Regular diploma student cannot be used to price a higher diploma, an e-learning course, an East African student, a foreign student or a course with intensive skills-lab and attachment requirements.

Q: When families receive a breakdown of fees, many simply look at the total amount due without understanding what each charge represents. From your perspective, how should prospective students and parents interpret a breakdown of higher education fees, and which components deserve the closest attention when planning a student's finances for their entire period of study, rather than just the first semester?

The best way to read a fee structure is not to start with the grand total; start with the purpose, frequency and variability of each line. Parents should identify which charges recur every semester or year, which occur only at entry, which depend on the course, and which are not fully included on the invoice such as accommodation, food, travel and clinical-attachment costs.

The central financial mistake is to budget for the first semester only. For a Regular student, the verified 2025/2026 schedule has a Year 1 total of KSh 82,200, split as KSh 43,200 in Semester 1 and KSh 39,000 in Semester 2. Years 2 and 3 are each listed at KSh 78,000, or KSh 39,000 per semester.

Published KMTC institutional charges amount to KSh 238,200 over three years under the 2025/2026 Regular fee schedule, before living, attachment and other variable costs such as course-specific supplements, accommodation, meals, placement, personal costs and any future fee revision.

A sound family plan should be expressed as a cash-flow calendar, not only a total. Place expected due dates for each semester next to the expected dates for HELB/HEF decisions, bursary cycles and household income.

Q: A common concern is whether the cost of training puts off capable students from pursuing careers in healthcare and other vital professions. Based on your experience in education and development, are there any reliable alternatives to government sponsorship that prospective students can consider to fund their studies?

Yes. Prospective students should not treat one government-support channel as the only route. The strongest approach is to assemble a funding portfolio: the formal HEF/HELB application, KMTC/HELB schemes where eligible, constituency bursary support, credible foundation or employer sponsorship/private scholarships slightly more prominently, particularly for students already working or those whose employers benefit from upgrading their qualifications and a realistic household plan for the costs that awards may not cover.

For 2026/2027, the official HEF portal says first-time applications for TVET and undergraduate loans, bursaries and scholarships are open, subject to the stated eligibility requirements and an official admission letter. HELB’s guidance also describes a Certificate/Diploma TVET subsequent-loan route and says notifications may cover upkeep, tuition and, where applicable, bursary.

Applicants should apply only through the official portal or approved HELB channels, retain the confirmation, and never pay an intermediary to “process” an award.

KMTC also lists its Students’ Finance Scheme, described as a government-provided revolving fund managed by HELB, available to KMTC students and repayable at 4% interest once the borrower obtains employment. The same page lists the Rattansi Educational Trust, NG-CDF and Toyota Kenya Foundation among potential support routes and notes Johnson & Johnson support through HELB for students in Higher Diploma Nursing.

These are opportunities to investigate, not blanket guarantees; the applicant must check the current call, course scope, evidence-of-need rules and closing date.

Q: Over the years, Kenya has expanded access to higher education through government sponsorship and student funding programmes, despite much debate. In your view, how has this transformed opportunities for learners from disadvantaged backgrounds, and what more could be done to ensure that no deserving learner misses out?

Government sponsorship, capitation and student-finance programmes have materially widened the route into tertiary education for learners who would otherwise be excluded by upfront cost. The policy direction is clearly toward a more needs-sensitive system: the national student-centred model links support to financial need, while the Ministry of Education’s TVET budget frames capitation and scholarships as tools for reducing financial barriers and expanding enrolment.

The Ministry reported 565,842 public TVET trainees in FY 2024/2025 and targets 702,200 in FY 2026/2027; it plans capitation for 87,431 trainees and scholarships for 532,499 trainees in FY 2026/2027. These are important signs of scale and intent, though the forward targets should not be confused with outcomes already achieved.

At KMTC, the evidence also shows why the work is unfinished. An official KMTC bulletin reported that KSh 500 million from the National Treasury supported students in need in 2025, but only about half of 34,000 applicants were funded. That tells us two things at once: support is reaching large numbers, and substantial unmet need remains.

The development question is therefore no longer only whether a young person can gain admission. It is whether funding is adequate, timely, transparent and comprehensive enough to allow that learner to report, remain in training, complete clinical placement and graduate without avoidable interruption.

The most defensible conclusion is that public funding has changed the opportunity landscape, but it must evolve from access assistance to completion assurance. A financially needy trainee who receives an offer but cannot cover the first-semester gap, accommodation or clinical-attachment travel has not yet received a fully meaningful opportunity.

How many months is a semester in KMTC?

A semester is about six months long. One begins in September to early February, while the other runs from March to late July. There are two breaks, in December and August. Two weeks constitute the short break and four weeks the extended break.

The study periods at Kenya Medical Training College can also be seen in terms of semesters. The academic year at this institution consists of three 16-week terms. The first week of September marks the beginning of the first term, which concludes in the third week of December.

The second semester starts in the middle of January and runs to the middle of April. Lastly, the third term runs from the third week of July to the end of the month.

The KMTC fee structure for government-sponsored students is readily available on the institution's website and prospectus. It is worth noting that these amounts are subject to change depending on the decision of the board.
