KSh 250k guarantee: KeNHA seeks suppliers for World Bank-funded highway project

The Kenya National Highways Authority (KeNHA) has issued a public tender calling for suppliers to provide, install, and configure 66 software licences as part of the World Bank-funded Horn of Africa Gateway Development Project (HoAGDP).
The specific procurement notice, bearing reference number KE-KENHA-556111-GO-RFB and tender number KeNHA/3004/2026, was issued on 11th August 2026. The procurement is divided into two lots covering different categories of specialised software.
What the Two Lots Cover
Lot 1 covers the supply and configuration of 25 geospatial software licences on an annual subscription basis, alongside 10 cloud storage licences. Lot 2 covers 15 engineering design software suite licences on an annual subscription, 10 document management software licences on an annual subscription, and 6 highway analysis software licences.
According to the notice published on MyGov on August 11, bidders are free to apply for one or both lots and those wishing to offer discounts in the event they are awarded more than one contract may do so, provided those discounts are stated within the Letter of Bid.
Bidding Rules and Submission Deadline
The procurement follows World Bank guidelines under the Procurement Regulations for IPF Borrowers, Seventh Edition, revised in September 2025. Bidding is open to all eligible suppliers under a National Open Competitive process.
Bid documents are available free of charge on the KeNHA website at www.kenha.co.ke and on the Public Procurement Information Portal at www.tenders.go.ke.
KeNHA has encouraged interested parties to download the documents online to reduce physical visits to its headquarters.
All completed bids must be physically submitted to KeNHA's offices at Barabara Plaza, Block C, 2nd Floor, off Airport South Road along Mazao Road near Jomo Kenyatta International Airport in Nairobi, on or before 22nd September 2026. Electronic submissions will not be accepted, and late bids will be rejected.
Bids will be opened publicly on the same date in the presence of designated bidder representatives and any members of the public who choose to attend.
Each bid must be accompanied by an unconditional bank guarantee of KSh 250,000 for Lot 1 and KSh 300,000 for Lot 2. Bidders are also reminded that World Bank procurement regulations require disclosure of the successful bidder's beneficial ownership information as part of the contract award process.
