Mudavadi Formalizes WSPU Kenya Leadership, Poppins Omwenga Miso Named Executive Director
National Assembly Speaker Wetang'ula appointed Patron, Senate Speaker Kingi to chair Advisory Committee in new Gazette Notice.
Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi has formally constituted the leadership structures for the World Scout Parliamentary Union Kenya (WSPU Kenya). In a Gazette Notice dated August 21, 2026, Mr. Mudavadi announced the appointment of Poppins Omwenga Miso as the Executive Director, a pivotal role in guiding the organization's strategic direction.
Alongside Mr. Miso, who will also act as Secretary to the WSPU Kenya Secretariat, Tabitha Maureen Mutinda has been designated as the Chairperson of the Secretariat. These appointments underscore a concerted effort to strengthen the engagement between Kenya's parliamentary leaders and the scouting movement, fostering youth development and civic participation across the nation.
Further enhancing the organization's high-level representation, National Assembly Speaker Moses Masika Wetang’ula will assume the esteemed position of Patron for WSPU Kenya. Meanwhile, Senate Speaker Amason Kingi has been tasked with chairing the Advisory Committee, a body designed to provide strategic guidance and oversight to the Union's activities.
The comprehensive list of appointees to the Secretariat includes Walter Buleti, Monica Loise Sadia, Moses Dady Wandera, Hilda Wanja Njiru, Thomas Isaac Makokha, Pauline Wanjiru Wambui, Lucky Amboso Ingosi, Robert George Nyongesa, Diana Chemutai Rugut, Marion Mueni Maende, Tabitha Bosibori, Santerian Leokoe, Vincent Kioko Mutuku, Daniel Baroh Mwemba, John Mirobi Mureithi, Faith Makolla, Grace Wangechi Gachagua, Fauzia Abdi Mohammed, and Henry Kibwage Monari. Additionally, John Waweru Kiarie, Dorice Donya Aburi, Wilberforce Oundo Ojiambo, Pamela Njeru Njoki, Innocent Maino Mugabe, Jackson Kiplagat Mandago, Mwalimu Edward Mutahi Kahiga, Job Mukoyandali, and Evalyne Chepkoech Tirop were named as general members. The Principal Secretaries for Devolution, Youth Affairs, The National Treasury, and Basic Education will also serve as ex-officio members and secretary, ensuring inter-ministerial collaboration.
The Advisory Committee will comprise Julius Lekakeny Sunkuli, Jared Odhiambo Opiyo, Esther Muthoni Ndung’u, John Mahinda Gaita, Florence Mwikali Mutua, and Petronilla Were Lokorio, working under Senate Speaker Kingi’s leadership.
The newly formed Executive Committee is vested with extensive responsibilities, including overseeing the development, implementation, and review of WSPU Kenya’s policies, programmes, rules, and strategic plans. Its mandate extends to mobilizing resources for projects, ensuring compliance with organizational standards, and acting as a crucial liaison between the Secretariat and the wider Caucus. The committee is also empowered to appoint the Executive Director and other Secretariat members, establish a Technical Committee, and form ad hoc committees to address emerging issues.
Mr. Mudavadi emphasized the committee's role in enhancing WSPU Kenya's corporate image and forging partnerships with relevant stakeholders. The Executive Committee is scheduled to convene quarterly, with provisions for special meetings as deemed necessary. This robust leadership structure is poised to significantly coordinate WSPU Kenya's activities and strengthen its engagement with Parliament and other key actors, marking a new chapter for parliamentary involvement in scouting within Kenya, as reported by Kahawa Tungu.
